EXPERIENCES WITH INFRASTRUCTURE SUPPLY CHAIN MANAGEMENT IN GOVERNMENT

Presented by Dr Sean Phillips Dr Sean Phillips has been a prominent figure in several key positions within the South African government, and has wide and varied experience in management within the public sector. His working career has built on his research into labour intensive road construction and public works programmes to the implementation thereof at the Department of Public Works and Roads in Gauteng and then Limpopo province, where he became HoD from 1999 to 2003. Sean then took the reigns of the National Department of Public Works as Chief Operating officer from 2004 to 2006. His next role was with the Department of Public Enterprises where he managed the Competitive Supplier Development Programme from 2006 to 2007. At this point, Sean took to the private sector as Managing Director of Global Sustainable Development (GSD), a management consultancy firm focusing on the public sector from 2007 to 2010, supporting National Treasury as Technical Assistance, The Business Trust and the Department of Water Affairs and Forestry. From April 2010 to March 2015, Sean took up the role of Director General, Department of Performance Monitoring and Evaluation (DPME) in The Presidency. During April 2015 to April 2016, he was appointed Chief Executive Officer for the Municipal Infrastructure Support Agency (MISA), a government component in the national Department of Cooperative Governance. In May 2016, Sean then took the helm as Managing Director of the Johannesburg Road Agency. |
The various tiers of government have distinct differences in their makeup, and operations. The PFMA and MFMA place strict requirements on the Accounting Officer and Accounting Authority to put in place efficient and effective supply chain management systems to manage the delivery of their projects. Each organ of state has a different mandate and different set of challenges to face when putting in place these systems. Dr Sean Phillips has wide experience in this field, and his role in various organs of state from provincial and national departments through to government-wide support agencies, and the highest strategic levels within the Presidency, to agencies at local authority level. Sean will provide some insights from his experience in these different sectors, on what the challenges are relating to how to effectively implement systems that deliver the right infrastructure to the right communities within the governance constraints of the public sector.
